There is known plasticity that originates via bio electricity. We don't know how widely this is spread though evolution, but this is, no doubt, a potential mechanism for evolutionary change. What's considered birth defect from the prorspective of one standard species might simply be a very workable organism in a different context. That raises those kinds of interesting questions.
