What Are the Anti-Federalists Saying?
The Federalists did not want to have a Bill of Rights. The anti-Federalist feared that the Constitution would create a central government and overwhelm the states. Madison basically says, all right, I really don't like it. But if it will get you to support the Constitution, we'll figure out how to write a Bill of rights. That is a key turning point.
