Is Consciousness a Necessary Condition for Sentience?

Can you imagine a class of systems that by the way you take the term to be is conscious but not sentient? Do you think there could be non-sentient machines with a stream of thought? That I could certainly imagine. The interesting question would be if some forms of rule-based operations on symbols necessitate consciousness, and what exactly the function is that this has elevated to the level of conscious processing.
