The Government's Monopsony Position in Defense Contracts

The long list of rules and regulations mandated in defense contracts is a reaction to the government's disadvantage in contract negotiations. Government could not press its monopsony position in defense markets because it lacked skills and resources, says Rand Annless Frederick Moore. The official consensus that generates a monopsony can only be reached by suppressing dissenting viewpoints, he writes. If dissension was tolerated and competing projects supported, "the central plan is no longer internally consistent"
