Robert McNamara was a comptroller at Ford and eventually became president for less than a year. He brought the system that he had from Ford to the Department of Defense as secretary. They actually called these guys WizKids over at Ford. And then they brought in these like, you know, 20 and 30 year olds into the Pentagon to kind of tell the services.
