The priest the presbyter is an extraordinary minister of confirmation he can confirm but only if delegated by the bishop to do so. I wonder if there's something analogous to the sacrament of penance there in the sacrament of confirmation granted that our experience of how the segments are actually conferred day-to-day between those two is very different. The church uses the word original minister of the sacrament for the bishop as opposed to ordinary minister to respect the practice of a presbyter typically conferring confirmation in the Eastern churches.
