Harlan Stone, who was the Attorney General in 1924, is going to appoint J. Edgar Hoover. This is what he's going to say because everyone was concerned about a federal level secret police force being formed. There is always a possibility that a secret police may be a menace to free government and free institutions. It carries with it the possibility of abuses of power which are not always quickly apprehended or understood.
