What's the Two-Part Test in Section 230?

Under normal common law and other legal principles, publishers are often able to be held liable for the things that they publish. But if a claim is based on something that's not where publishing is not integral to the claim, then Section 230 doesn't apply. The language of Section 230 never uses the word immunity. What it says is these online users and providers of online services shall not be treated as a publisher of third-party content.
