How Many Hours Does It Take to Learn a Language?
I think having a hard requirement of it would risk putting people off. But I think we have to reframe the understanding of what those hours actually mean. If you can integrate the language into your life and you can have a high enough level of comprehension then reaching those 1000 hours becomes quite easy because it's just part of your day-to-day life. What that means and how long to wait is really up to the individual because everyone has different perspectives.
