In the Christian tradition, what happens is the earliest followers of Jesus are Jewish. And they Jews did not have to follow Roman customs within the Roman Empire. They had their own religion, and that was acceptable. But outsiders had trouble figuring this out because you say you're following the God of Israel, but you don't follow the Jewish law. So there are instances then when Christians began to be martyred because they crossed the authorities or because they were just seen as troublemakers.
