White families that got to benefit from the post war welfare state now get to pay less in rent because they've had that apartment in there, you know, in their possession for a while. And i think that this is why these kinds of policie, it just really comes down to policy design, implementation and the kind of beurocrity are able to build around controlling this. There's massive distributional issues with the current wa tha, people are able to alliat o with via price um around apartments as well. If you've just said only rich people can afford to live here, that also has distributional issues around raiseda, around class, and al these things that we care
