Karnet is local Jupyter notebooks for iOS, like no network, everything. It's awesome. And then you can set up Visual Studio Code online. I think you can run that in your web browser and basically get VS code. But an iPad browser just doesn't quite like have it. So I would love if there were a VS code and please someone make that happen.
