The framers were very aware why so many of the classical orders collapsed. They took seriously the passing of time and the fact that nothing stays the same forever. In a day of intercontinental ballistic missiles and the internet, things like terrorism are terribly possible. The third menace is one the framers wrote a lot about: Time.
