The Peer-Poverty Interaction of Central Italy
Central Italy is a great example of what's called peer-poverty interaction. A sizable group of political units compete with one another on a roughly level playing field. The divisions in these cases tend to be more political and aristocratic rather than ethnic or ideological. This helps explain why Rome as a part of this system didn't rise before it eventually did.
