Packer seemed to accomplish a short-lived emphasis on systems prototypes rather than paper studies. Laird did not return to the general policies of the 1950s, which were dominated by organizational budgets and strong in-house technical staffs. Instead, Laird continued to operate under McNamara's overall management framework,. The PBBS has been a consistent force for centralization by locking in program production plans at the start of development and suppressing competitors.
