The Ohio Massacre

Mark Elias is the founder of Democracy Docket. Alabama was under a order to draw two majority black districts, but they didn't. The trial court will hold a hearing on August 14th to see whether a district that is 39% is greater than 50%. At which point, I think it's pretty clear the trial court will have its own special master draw district.
