The War on Drugs in Prisons
Stuart believes that the war on drugs in prisons can only be won if it's seen in much broader terms, and the dignity of the prisoner is very much at the centre. If there's contact with prisoners in the outside world, they will have drugs in prison if the prisoners want the drugs. The estate of a prison is pretty much a law beholden to itself.
