If you really don't want oil producers, the best way is to find an alternative. So if you make the price of oil very high, that will induce people to find alternatives. And i think that effecting social change without a coordinated government roll it seems very difficult. The smoking in america would be at its olnd levels if the government didn't get involved with taxing and making the price of tobacco high.
