The Importance of Intent in Cyber Security
The United States has gotten more concerned with looking weak for lack of a better kind of term within cyberspace. There is this assumption now that if you do something bad enough that impacts society, then you might see the full weight of the US cyber policy behind you. I don't think we've actually seen at scale, very well trained, very well resourced US cyber capabilities in the military and the federal domain.
