How a Fuel Efficiency Standard Will Save Emissions
Manufacturers will get a target for how efficient the average car they sell must be. That might be 150 grams of carbon dioxide per kilometer driven in an early year. Manufacturers could choose to sell a lot more electric vehicles, which have zero emissions and bring their average down that way. They could just sell more fuel efficient petrol vehicles to try and bring that down.
