Is Your System in a Hazard State?

The state of building something means there is uncertainty as to that thing's future. A hazard can exist in a system for an indefinite period of time, the system environment needs to shift somehow to turn that hazard into an outage. The incident management process from there is working through responding to that incident and helping to mitigate whatever challenges ar thrown your way. And then eventually another incident will happen again.
