There needs to be an authority to make sure that the services, particularly our friends in the army, just don't go off and develop their own systems. So we deal with real technical process, procedural obstacles that are not parochial, but they are very understandable. And so I don't necessarily always want the 800 pound gorilla because there isn't an 800 pound gorilla stamp that's going to resolve it. But if we have the enterprise approach that allows us to drive a resolution to understand where there's a difference and that the difference is required, that is more helpful to us.
