The Role of Terrorism in Strategic Competition
I don't understand why great power competition automatically makes two decades of counter terrorism and counterinsurgency irrelevant. Russia is understanding that it will be employing various different forms of competing in the same theater or separately, where it needs. I'm quite surprised to hear conversations in the transatlantic community that all of a sudden we have to sort of shift gears towards just state to state conflict. So there's great scope of trying to adapt and maintain capabilities,. lessons already learned, because it doesn't sort of automatically go away.
