These men had all come to this country in 1980 as part of the Mario boat lift when 125,000 Cuban refugees came to South Florida. They'd worm their way through the perplexity of the immigration system until the US government decided it wanted to return some of them to Cuba. This was a cold war and so there were back channel communiques over years about the creation of a list. And while this list was being negotiated thousands of Mario Cubans languished in federal prisons without due process or constitutional rights. In 1991 these men seized the prison and took to the roof again they were not being held as prisoners but as immigration detainees. Some of them had been indefinitely detained for more than a decade
