Africa and the Carbon Budget

African countries need to have the same access to energy that every other continent has had access to. Think of the amount of carbon we can put in the atmosphere as a budget. The u.S and china, just to name two, have benefited from burning really as much coal as desired for industrialize. And other countries have not found themselves in that enviable position.
