It's illegal in most styles, except for professional grappling MMA. If you can elevate someone because you were underneath them, their leg is not bearing weight at the time you enter. So there's no danger of injury. You get the same technique into your training partner's legs from bottom position. The move works, but it's too dangerous for training.
