In the play, qualinus is rejected by corelenus. He says he wants nothing of a god but eternity and a heaven to thrown in lake. In roman society, that kind of part flattery in elizabethan english is policy. It's considered something that while not particularly great in individual interactions, is something that one should adopt occasionally for the public good.
