Fidel Castro's Refusal to Allow Ground Inspections on Cuban Ports
Mikoyan knew that there would be no reciprocal inspections with the United States. He suggested a compromise to have his representatives approach Soviet ships in Cuban ports and without even stepping on them. Mikoyan thought that this compromise would be well received by Castro. But he didn't, and instead, he made a very dramatic announcement.
