The Challenges of Research
You first have to read up on some of the core contributions in this new area when you're like moving into a developed area. What makes this publishable at a top tier place is a second tier place or not publishable at all. You will do a lot of this by actually writing the related work. Your research does not stand in a vacuum. It builds on other research at least on other ideas or will be similar to other ideas. And as you are doing your literature research, you know what is the most related research and whatnot. This allows you to then kind of refine the research.
