The Japan Maritime Self-Defense Forces did have some actual veterans with which to fill out its ranks, something that couldn't really be said of the other service branches. The Japanese civilian leadership was not that interested in having a large maritime force. Yoshida Shigeru and his successors as Prime Minister didn't want anything resembling a large navy for two reasons.
