Clear out is a liquidation event where stop losses of buyers and seller are taken out. If major high lows do not break the more juice for market maker to push for clear outLiquidity around those price levels will increase with time. 90 percent of the time happen around dense price structures only multiple balances with dense supply or demand. Clear outs are most common around clean symmetrical structures.
