What Would Happen if Florida Didn't Do These Things?

In April 2020, not one of those criticizing Ron DeSantis would have predicted that Florida would actually have had such an average outcome. No place did perfect focus protection and even Sweden early in the pandemic, they sent COVID infected patients to Stockholm nursing homes. But very broadly speaking, the places that did not adopt draconian lockdown policies didn't try to divide the population.
