After six months of constant surveillance, the net is finally closing in. At the last minute, the ugly spectre of international politics raises its head. If the fbi bust a major russian spy ring while their leader is on north american soil, it could spy a diplomatic incident. Anna's arrest pitated the arrest of nine other illegals, all of whom had been identified by alexander pate. To this day, it's unclear as to why the American government moved so quickly to end the operation when there could have been tangible benefits to letting it run and observing the russians at work.
