Is There a Difference Between Us and Chimps?

If we're 2% smart, if the 2% difference between us and chimps represents all of cultures, we understand it. We'd be more in ant farm territory rather than shared members of some space council. It seems then, I wonder what is difficult to envisage what the ideologies and philosophies of a species of beings that are able to operate at that level might be. And suggest to me at least Jeremy that they might regard us more like flora and fauna rather than piers.
