There are systems out there that will allow you to essentially check out a greater privilege to use in an instance. These run the gamut in complexity and thoroughness, but there are a lot of them out there. The other is, as Brian pointed out, we have lots of technology tools that are designed to help prevent exfiltration or people stealing data. One of the things that harms our military frequently is the NIH, NIH, not invented here, mindset that too many people have.
