Is There a Canadian System?

Every government has different rules for secession and trying to gain independence. At one extreme, you have states whose constitutions actually prohibit secession by defining the country as indivisible. Then you have countries thatwhere secession is not a fully legal, necessarily, but where it's negotiable. And canada would fit here, where the supreme court has ruled that if there were a clear major on a clear question for independence,  the federal governmet would have to negotiate with quebec in good faith.
