Is There a God's Eye View of the World?

Dorothy Sayers is talking about the artist, not just any old person who's making something that might be called art. She's talking about the most elevated image that we could get of what it is to be an artist. We can't see the whole thing if we're only looking at one spot in a room. The idea comes into your head and then you try to represent it musically or in a painting.
