The author draws heavily on the book violence and social orders by douglas north, john wallace and berry wingast. The traditional natural political order was one of a coalition of alites that bargained with each other for the power and ability to exploit those they ruled. But open access orders made those organizational tools very broadly open. They're part of same phenomenon that looks to me like a kind of big historical fact.
