The Manhattan Project took basically the best scientists of the 20th century and gave them jobs and told them what to do. It was a completely top down military hierarchy that ran like a monarchy, like a startup, like an Elon Musk company. This is the way people who have operated in anything non-scalarotic in the private sector expect organization to work. They have an expectation that everything will work by process.
