Norm Ornstein: The biggest and most urgent thing we have to do in this country is to turn it back to being a problem-solving and norm-abiding party. We agree with our opponents on the need for major structural reform, Norm Ornstein says. But they believe they have to be made within the structure of an existing system that's built around having two major parties.
