The Externalities and the Long-Term Effects of a Weather Emergency
When we lived in New York, there were often these weather emergencies that were being sent out. And of course, exposed none of those storms ever happened. So basically what happens is they predict most storms are worse than they are. But I do think that it's important to be tried to incorporate the externalities as well as the long-term effects of this policy.
