Is It Possible to Improve State Capacity?
Given weak state capacity, it becomes easier to engage in these bi s or discriminatory behavior. So if we improved overall state capacity, some of this should go away. But i don't think that is likely without access to political capital. It's just a question of on the margin, who they are choosing to help and who they are not choosing to help.
