Wittgenstein takes a hard line stance in war and murder right off the bat to argue against pacifism. She thinks absolutely that governments have the right or even people have the right to kill the non-innocent, although she then has a discussion of self-defense. And so while she never does it for us, we've had a pretty easy time drawing a line through everything, connecting dots.
