The data that allows criminals to do this is being stolen directly from the state systems themselves. Then there's fraud-based identity theft. With this method, actors can steal funds from cards before they have even reached the owners. And so there's just a lot more sophistication in how these cyber fraudsters are using these tools and technologies. We as government agencies are simply unprepared for the sophistication of this new adversary.
