The Border Between AI and Machine Learning
There's this joke among computer researchers that anything computers can't do yet is called AI and anything they can already do is called machine learning. So what does it mean for you for a national security tool to be an AI tool in particular? I think the characteristic that I'm focused on is the idea that it is very difficult for those affected by the systems or using the systems to actually ascertain what weights were given to particular factors or elements so that it is hard to understand how the system got to the prediction or recommendation that it did.
