Texas' Redistricting Plan Was Racially Garymandered
The district was drawn by the Texas legislature to have a slight African-American majority. To break these neighborhoods apart by race seemed so wrong to me. In his mind, this law was actually not limiting discrimination but actually perpetuating it. The Supreme Court gives out this very hair-splitty decision that I think gets at this deeper question.
