The Underground Research Facility Is Not the Same as the Laboratory

The project is, i believe, in the the permitting failure ere am for getting construction licenses. But it ill be at the same sight as the laboratory. It's not exactly the same site. The underground research facility was designed only for research. And that this disposal facility will be very safe. That means that it will be capable to contain a red nuclite for several hundred thousands of years.
