Business decision making is more riddled with biases than consumer. Culture of blame avoidance pervades business decision making to an extraordinary degree. The tendency to go with the obvious or make recommendations that are not necessarily good, but which are easy to defend. And you might argue in government against worse. Public sector doesn't have much upside reward for success, but has fairly extreme downside reward for failure.
