President Obama has signed a climate bill that would spend almost $370 billion over about a decade. The money would go to tax credits for solar panels, wind turbines, heat pumps, and electric vehicles - none of which is new. "We simply spend a lot some money on stuff that we already know most people don't want unless you subsidize it for them," he says.
