The Pros and Cons of Prop 13
Prop 13 is a blunt instrument, and it was deliberately designed as a blunt instrument because the homeowners were not the major beneficiaries. Don't ever forget who Howard Jarvis worked for. He worked for the apartment association. Those were, they were the real beneficiaries of Prop 13 so which is why it's not targeted. If you're a long term homeowner below a certain income, above a certain age, we'll give you property tax relief. You back pay it when you sell the home, right? Easy to do.
